the impacts on san francisco could be devastating. until we have more clarity, what congress as a whole might or might not do we will need to remain vigilant about protecting our reserves and the city's financial position. that said i'm encouraged by the reelection of president obama and certainly for the leadership that leader pelosi has given and will continue to give. we will need their leadership as the president must quickly face the challenge of his second term, avoiding this fiscal cliff. in august of 2011 congress passed the budget control act which threatened automatic spending cuts if congress failed to come up with a planned deficit reduction by 2013. these cuts are what we refer to as sequestration. this would mean an across the board cut of between 7% and 10% of all defense and non-defense federal spending irrespective of policy or its impact on everyday people. these cuts would be absolutely devastating to our national and local economies. our -- show that sequestration will reduce federal funding direct to san francisco

it's good use of scarce land in san francisco. and, in fact, felt that this is a good looking design. and putting this development at this location to our members was a higher use of the land than preserving a 1960s land use pattern that is not very intensive. it doesn't make much sense any more. it is not an architecturally distinguished area there. this is a far better design. so, what our members said was we would support this project and endorse it subject to two conditions. that a landscaping plan be adopted and it looks like there is a well qualified landscape architect involved in this. number one. and number two, that the owner made the commitment to maintain the stairs, maintain the open space and the landscapings as it was a condition of approval of the project. it's not perceptible. the images you've seen, it doesn't disrupt the skyline, it did you tellxction obstruct anybody. this is a good use of the land and i think it should be supported subject to those two conditions. * >> go ahead. >>> good evening, commissioners

howard moved to san francisco in 1967, with his lover, roger. he continued to work in the antiwar movement as a organizer in opposition to the vietnam war and staff organizer for the national peace coalition. his efforts and those of other progressive activists to bring into the movement -- to bring labor into the movement were very successful when the northern california labor councils were the first to actually oppose the vietnam war. with the rise of an organized movement in the gay community in the early 1970's, howard founded the bay area gay liberation inkn 1975, which was to advance lgbt rights here in san francisco. the organization's life was actions for lgbt rights and dramatically increased the san francisco. during that period he formed the committee to defend gays in the military. this was back in the mid-1970's. and he began his work on the boycott in 1975. of course those of us who know a little bit about harvey milk know a little bit about his involvement in that boycott. as howard explains it, they came to harvey milk and howard

and i have planted hundreds and hundreds of trees in sonoma county north and a few in san francisco itself. i am looking at this plan that we had here of the rec center. and some months ago, we were presented with a plan that would be the rec center needed attention. we had a nice idea. somebody had a nice idea and took it up. but, somehow conflicted with this was the ideal of the removal of a whole bunch of trees and moving other parts of tennis courts and this sort of thing. this brings up the subject of trees. now, as my friend over here mentioned, trees have fallen. but the trees that have fallen should have been removed a long time ago, they were old pines that are come up with their end of their life. the trees if they want to take down are giant things, about this big around. big ucaliptis trees that are historic and to get rid of his trees is just absolutely insane. we have, we need these trees. but, the other thing that i would like to bring up is that somebody has not got the right idea that a tree is a tree. somebody says, if one kind of tree is another kind of tree, not so. but
